First thing you should know is that you'll probably want to reforge as much of your crit to hit/mastery as you can, keep in mind you'll need 2 blue gems (hit) for the meta gem, so first fill your blue sockets with hit+int, then reforge crit to hit until the hit cap- and once hit capped reforge the rest of your crit to haste (if you can't reforge to haste, reforge to mastery).
There is a viable drain life and shadow bolt spec, however the drain life spec is effectively worse in all scenarios and will put you through a lot more trouble when it comes to shadow embrace. If you love the play style, go for it- but it's recommended you use shadow bolt instead of drain life.
Stat priority:
Shadow Bolt Focus: Hit (until 17%) > Int >> Haste > Spellpower >> Mastery >> Crit
Drain Life Focus: Hit (until 17%) > Int > Mastery > Haste > Spellpower >>> Crit
Talent spec: WoW Talent Calculator - Sigrie
Prime Glyphs: Haunt, Lash of Pain, Bane of Agony
Major Glyphs: Life Tap, Soul Swap, Shadow Bolt
Notes:
* Use the succubus.
* At high haste levels (1400+) you can replace glyph of Life Tap
* If you use drain life as filler instead of shadowbolt, you can replace glyph of lifetap.
* Optional talents are optional, feel free to rearrange those as it pleases you.
* If you use a drain life heavy rotation, mastery increases in value.
Spell priority:
* Corruption
* Haunt
* Unstable Affliction
* Bane of Agony
* Shadow Embrace (IE: Shadow bolt if its not at 3 stacks)
* Drain Soul (Target HP less than 25%)
* Shadow Bolt or Drain Life

Start with Regemming your blue sockets to hit+haste- then reforge spirit where you can, if you cant reforge spirit reforge your crit; to hit until the cap (17%), then to haste where possible and mastery otherwise.
Damage wise there is a viable searing pain variant, however wether or not it is viable will depend heavily on the quality of your tanks. If you choose to use searing pain, make sure to keep a close eye on threat.

To start, Fill blue sockets with hit+int. After that, reforge your spirit/crit to hit until the hit cap, and reforge the rest to mastery.
Searing Pain and Improved Searing Pain can be difficult for this spec. The spec performs very well when abusing searing pain to the fullest, performs pretty well when just abusing searing pain for execute purposes, and performs -frankly- poor, if you choose to ignore searing pain. If you plan on not using searing pain, I recommend not speccing destruction.

Has anything changed with +hit as far as the Boomkin/ShadowP +3% buffs?
Or do we need to aim for 17%

Everyone needs to increase their +hit afaik
But check your individual Character stats for Miss chance against a BOSS that is 3 levels above you ie. at this stage an 83+ BOSS
Keep in kind that all your melee and spell hit needed will jump significantly as we level through cataclysm - especially now that most classes have had their +hit talents significantly readjusted.
With the loss of the druid and priest hit buffs and the conversion being 102.446 spell hit = 1%. This means we will require 17% to cap spells for raid bosses which is 1742 hit rating and 10% or 1025 hit rating for heroics.
There will be some variations...
For an Enhancement shaman having the 6% base spell hit from dual wield would still mean we need 1127 for raid bosses and 410 hit rating for heroics.
But this is still a little unclear for hybrid classes unless the talents give +hit somewhere.
So having extra +hit now is not such a big issue and will be of benefit when cataclysm comes out.
eg. here's suggested hit ratings lifted from Elistist jerks..
Mage at level 85:

Shadow Priest at level 80:
446 or 17%. (edit: 420 or 16% if you're Draenei) Remember, there's no more Misery and no more hit debuffs on mobs. Also remember that you convert spirit to hit via the Twisted Faith talent, but only from gear and buffs, not from your base spirit pool -- i..e I have 297 hit rating from gear, and I get 168 spirit from gear, which converts into 168 more hit rating for a total of 465.
Hunter at level 80:
The conversion rate at level 80 is 32.78998947 hit rating to 1% to hit.
Level 83 boss mobs require 9% hit for us to not miss.
0/3 Focused Aim: 296 (295.1099)
1/3 Focused Aim: 263 (262.3199)
2/3 Focused Aim: 229 (228.5299)
3/3 Focused Aim: 197 (196.7399)
