In my opinion, they should introduce an options setting, so that those who may frequent LAN centres are protected. Like, if you play at home, then its okay to not get asked all the time, but if you play in a public domain, you should be able to have the option to use an authenticator everytime.

That will happen automatically now, is pretty much what they are saying.
Unless you always get the same PC at the LAN centre then they will notice.
It's most likley looking at both the IP address and the MAC address. There are also unique hash's available from the machine that they would be able to ask for too. All of this identifies the machine and the IP location and if they are your normal login locations you get no problems.
What I wish they would implement is being able to generate a certificate at blizzard and install it on your machine to validate the mcahine, then voila, no certificate, no login. It could be made very secure, with 2 Authenticator numbers to generate the certificate, just like removing an Authenticator, then making the certificate unexportable in the OS.
